Expert Fishing
Expert fishing can only be trained by purchasing and using a special book titled, "Expert Fishing, The Bass and You." This is purchased in Stranglethorn Vale, in the town of Booty Bay, from Old Man Hemming. The cost is 1 gold. Old Man Hemming is a bit hard to find in this twisted city so follow these directions: jump into the water and swim to the wooden ramp that comes off of the dock in the middle of the town. After you run up the ramp, turn right and Old Man Hemming is just inside the doorway.
If you have boat loads of gold, you can probably just purchase the book at the Auction House, but you will usually end up paying twice as much.
Artisan Fishing
Artisan fishing can only be attained through 2 quests. You have to be level 40 and already have a maxed out fishing skill of 225 to get this quest. Read the step-by-step guide to Artisan Fishing.
NOTE: There is a known bug that will keep you from skilling up after receiving Artisan Fishing if you leave the area. After finishing the Artisan Fishing quest, be sure to fish your skill up to 226 before leaving Nat Pagle.
